Just came across this. I too was banned by Gioia in a most perplexing manner. I posted a comment on an article he had written on the subject of rock music and in my comment I included a link to one of my own articles on ...... rock music. And boom.... suddenly banned with no explanation! So you have my sympathies.
Pleased to have come across your Substack and I shall be taking a closer look in the coming days. Progress is also the underlying theme of mine although - as implied in its title - I write from a more pessimistic perspective than you. Regarding querying a blocking... do you mean you hashtagged his name on a note post? But how would he have seen your note - unless he is following you?
I believe if you add a hashtag ( @ ) to a Note, the person with the tag will get a notification (unless they have turned off that type of notification).

He apparently has some kind of Dashboard where he can see how frequently someone posts a comment, but little else. On the Dashboard he saw that I was chatting with many of his readers on the topic of his article and assumed that I was just spamming. Actually I was carefully reading and then responding to each comment with links back to my articles that seemed relevent. I would love for readers to do the same in my Comments.
I asked him to reconsider banning me and actually read the comments first before making a final decision. But instead Ted chose to post a screen cap of his Dashboard and call me "shameless" twice.
"I asked him to reconsider banning me"....how did you do that - I didn't realise this was possible? (I was banned from one other 'stack in a similarly perplexing manner and would have liked to have had the opportunity to interrogate it...... had I known how).
Oh, yeah, I forgot to mention that I have gotten flooded with Likes for my banned comments from other readers of Ted’s article.
My guess is that I had not been not blocked, I would have gotten hundreds of Likes from Ted’s own readers!
I guess that Ted Gioia does not know his audience as well as he thinks he does!
