Many of the utility companies in Africa have major debt problems. Even with government subsidies they typically fail at making enough money to sustain their operations. So I don't think the energy is the problem yet (obviously it depends on the country. Ironically if the country has energy shortages might be a good sign rather than an energy surplus because it might mean the country doesn't have the ability to make use of a resource.)
