Imo we shouldn't putting years of schooling in the HDI because schooling is a means to an end and not an end on to itself. We should replace education related HDI data with Pisa scores or some other standardised test scores.

Good article! You did not mention Zimbabwe in your "Bottom 20"? In my opinion, raised for 27 years in Zimbabwe and SA, government corruption leads to ALL ills that can befall any country?

Thanks for the comment. It has been a while since I create the Bottom 20 metric, but I believe data was missing for Zimbabwe (which in itself is not a good sign). It is very sad what has happened to that country.

Personally, I believe that government corruption is more a result of little or no material progress, but it certainly makes it hard to implement and fairly enforce good government policies.
